SENATE JOINT RESOLUTION NO. 40 Relating to extension of the                    
United States Forest Service timber sale contract with the Ketchikan           
Pulp Company, was read the second time.                                        
                                                                               
Senator Taylor moved and asked unanimous consent for the adoption              
of the Judiciary Committee Substitute offered on page 3009.                    
Senators Duncan, Ellis objected.                                               
                                                                               
The question being: Shall the Judiciary Committee Substitute be                
adopted?  The roll was taken with the following result:

Senator Ellis offered Amendment No. 1 :                                         
                                                                               
Page 3, following line 2, insert:                                              
                                                                               
BE IT RESOLVED that the Tongass National Forest                               
should be managed for a healthy and diversified                                
economy for the benefit of all users, including                                
value-added forest products, commercial and sport                              
fishing, seafood processing, tourism, subsistence,                             
sport hunting, and local businesses that provide                               
goods and services.                                                            
                                                                               
Senator Ellis moved for the adoption of Amendment No. 1.  Senator
